        Job Description: 
        Reports:
        The EIC will report to VCCI management and the Vanuatu National Market Access Coordinator (NMAC), and will receive guidance from the Port Vila based PHAMA Long Term Adviser (LTA). The EIC is expected to maintain a close working relationship with the Chairs of the Industry Working Groups.
        The EIC will be assigned a weekly work plan by PHAMA and VCCI, and will be required to provide VCCI with a monthly report outlining achievements and progress made against each weekly work plan.
        The EIC will also participate in the reporting and planning structures expected in the VCCI to ensure management are aware of their work and planning, and that IWG activities and PHAMA resourcing of any activities are recognized in those processes.

        Description of position:
        The EIC will be the key contact point for IWGs, and be responsible for:
        • Providing secretarial support and coordinating capacity building support for the IWGsAssisting with development/review of IWG sector strategies, implementation plans and corresponding budgets
        • Promoting the role of each IWG to key stakeholders including the government, grower-producers and exporters associations, national regulatory agencies and as a contact point for the Vanuatu Government /donor designed programs
        • Liaising with the PHAMA program through the PHAMA NMAC and, where appropriate, the PHAMA Long Term Adviser (LTA).

        Essential functions:
        • Provide secretariat and operational support to the IWGs including planning, convening and coordinating meetings and progressing required action items and decisions from the meeting minutes
        • Facilitate communication and coordination between IWG members, VCCI and other industry stakeholders, and government and development partners
        • Provide IWGs with strategic guidance on development and progression of IWG industry plans and IWG sustainability roadmaps with reference to national and sectoral policy frameworks and relevant industry environments
        • Identify capacity building needs of the different IWGs and work with the NMAC and VCCI management to mobilize technical assistance to build capacity of groups to function as sustainable and effective representative industry bodies
        • Facilitate communication between the IWGs, PHAMA office and external short term technical advisers (STA)
        • Provide operational linkage between IWGs and the PHAMA office
        • Assist LTA, NMAC and external STAs to review and develop IWG sector strategies and their corresponding activities and budgets
        • Monitor and evaluate performance [outputs] of IWGs including number of meetings conducted, members’ attendance in meetings, costed plans developed and progression of key industry issues identified. Assist in monitoring of in-country activities through use of monitoring, evaluation and reporting tools developed
        • Provide regular reporting to the IWG membership and NMAC on IWG meetings and progress with implementation of IWGs plans. 
        • Progress development of co-financing arrangements, including (in association with the NMAC) liaison with private sector, Ministry officials, regulatory agencies, donors and other relevant development programs
        • Be ready to plan, organize and conduct IWGs and MAWGs meeting in Santo and outer islands of Vanuatu
        • Demonstrate analytical approach with initiatives in reporting tasks
        • Familiarize with the work, activities, and role of VCCI
        • Carry out other tasks as required by the General Manager of VCCI.

        A number of Industry Working Groups (IWGs) have been established in Vanuatu to promote public/private sector partnership on export development in the agricultural sector including kava, cocoa and livestock. The Vanuatu Chamber of Commerce and Industry (VCCI) is now seeking to engage a citizen for the position of Export Industry Coordinator to progress development of these IWGs into representative and sustainable industry bodies, and to assist in relevant activities to assist in export industry growth. 

        Key responsibilities:
        • Providing secretarial support and coordinating capacity building for the industry groups
        • Assisting with development of industry strategies, activity plans and budgets
        • Promoting the coordination role of industry groups to stakeholders
        • Facilitate communication and coordination between IWG members, VCCI and other industry stakeholders, government and development partners

              • A tertiary level degree
              • Prior work experience in the fields of private sector development, business, trade or agriculture would be preferable
              • Excellent communication skills including a high level of proficiency in oral and written English and Bislama (proficiency in French would also be desirable)

              • Sound skills in office administration, including proficiency in relevant computer applications
              • Good understanding of the productive sector, and business and trade environments

                    Job Description:

                    TRR is seeking a Universal Access Policy (UAP) Project Coordinator to lead, coordinate and drive the implementation of its UAP projects and related matters in support of the Office of the Telecommunications and Radio communications Regulator (TRR) meeting the objectives of the Telecommunications and Radio communications Regulation Act 2009 (“the Act”) and in implementing the Government’s UAP project.

                    Duties & Responsibilities
                    • Effectively manage all TRR UAP project issues, challenges and deliverable
                    • Proactively lead, understand and coordinate TRR’s UAP projects and requirements
                    • Develop project implementation plans covering the various UA strategies and work streams, all supporting documents and then proactively manage its implementation, Vanuatu wide, to ensure all deliverables are met on time and in accordance with the established Project time lines, requirements, the Act and the UAP policy
                    • Take the lead, develop as required and coordinate the development of all UAP documents and implementation strategies/plans
                    • Take a leading role in coordination and provision of support on UA issues, and its implementation.
                    • Understand broadband and internet applications in Vanuatu and take leading role on the coordination of the project to support the achievement of MDGs
                    • Take the leading role in consulting with the Government, relevant stakeholders, industry, the rural communities and its leaders, on the UAP projects, provide background information and assist TRR to ensure it meets all expected UA deliverables
                    • Establish and maintain a mechanism for provision of regular information flow to stakeholders and ensure accuracy of the information on the UAP project deliverables
                    • Proactively drive, support and provide assistance towards sustainability of the UAP projects and the required deliverables
                    • Take the lead on developing and applying monitoring and assessment mechanisms of the key deliverables of the UAP policy and implementation plans
                    • Establish key performances indicators for all UAP projects and regularly report on outcomes and status to TRR management and the Regulator
                    • Work with technical team when required, especially on the planning of potential technology that may be able to be utilized for specific UAP sites
                    • Understand; conduct analysis, report on and monitor of industry compliance with UA.
                    • Ensure there is timely reporting to the TRR management; and especially to the responsible Manager.
                    • Work with the Finance team to ensure compliance on the UAP funds and spending according to the Finance policy rules and procedures
                    • Develop high level, quality reports, instruments, publications, etc, on UA developments and achievements
                    • Is the focal point for TRR’s UAP matters with TRR’s Manager providing oversight and supervision
                    • Support other UA related projects and activities, as directed and required by TRR Management

                    Criteria:Applicants must have the following combination of qualifications and experience:

                    • Degree in relevant discipline, particularly ICT, Economics, Project Administration or management, and 10 or more years of relevant Telecoms and ICT experience, particularly in ICT market issues, project implementation, ICT education and/or application, or an equivalent combination of education and experience
                    • A high-level understanding of Telecom technologies and there applications in developing markets
                    • Demonstrated understanding and experience in rural and remote telecommunications in the south pacific region
                    • Demonstrated understanding and experience of the use of telecommunications within an educational environment
