CARE has been working in Vanuatu since
2008 and has an established CARE Project Office (CARE International Vanuatu) in
the capital of Port Vila with our projects implemented primarily in Tafea
Province. The current project focus is on Resilience and Women’s Empowerment. As a member of the CARE Vanuatu team, the Resilience
Program Officer will work under the direction of the Resilience Coordinator to
ensure the effective implementation of resilience program activities,
monitoring and reporting. The position requires around 50% of the time to be
based in the project locations in Tafea Province.
The principal role of the Resilience Program Officer is to ensure that
project activities are performed well, that they meet expected results and
indicators effectively and that all activities are conducted in line with
CARE’s Code of Conducts. The Resilience
Program Officer ensures that monthly project reports are prepared, checked and
processed in accordance with reporting deadlines.
Duties
- Ensure the
effective and efficient implementation of resilience program activities
according to the activity plan and budget
- Ensure CARE’s
Programming Principles, in particular gender and rights-based approaches, are
applied into project activities
- Support trainings on DRR concepts, climate
change, emergency preparedness and gender
- Mobilise
community members and authorities according to activities planned
- Develop good
relationships with communities and local authorities
- Prepare detailed budget requests for each field trip and activities
- Request and clear all field cash advances in a timely fashion in
accordance with CARE Finance policies and procedures
- Work in close cooperation with CARE colleagues to support the progress
and achievements of the project
- Strengthen relations with relevant Government authorities and other
international organisations working in Vanuatu
- Ensure good communication, coordination and information sharing with and
between all CARE key staff.
Monitoring and Reporting:
- Collect relevant data and information needed to ensure the proper
application of monitoring systems
- Encourage beneficiaries and partners to participate in the monitoring
and evaluation of the activities
- Participate in the review of objectives, outcomes, indicators and
budgets to ensure they are appropriate and realistic
- Provide the Program Manager and Resilience Coordinator with accurate and
up-to-date advice on developments and challenges, and share any necessary
recommendations for better practice
- Ensure regular report activities and submitted to the Resilience
Coordinator and Program Manager
- Provide quality support during donor monitoring and senior management
visits as well as consultant/technical support visits to the field site as
required
- Ensure lessons learnt are being documented to maximise the impact of
CARE’s current or future projects
Other
- Ensure consistent application of, and compliance with, CARE Vanuatu
safety and security policies and procedures and Codes of Conduct
- To perform other tasks and duties as required by the Program Manager

Criteria:
At least 1 year experience working on disaster risk reduction, food
security, gender or climate change projects, preferably in an NGO or government
agency
Understanding of the community based development
work and/or activity implementation
Proficient in English, written and verbal
Excellent communication, facilitation and report writing skills
Computer skills including Word and Excel
Willingness to travel between Port Vila and
Tafea Province and spend extended periods in remote locations
Demonstrated understanding of gender equality and women’s empowerment
and a commitment to CARE’s approach and values including diversity and cultural
sensitivity
