| | "TRR is seeking an Economist to support the Legal and Market Competition Unit. The Economist is to lead, and coordinate our regulatory Market and Competition unit. The role includes: |
| | a. Sound understanding of tariff regulation and compliance issues in the Telecommunications Sector; Conduct and report on market analysi; Understand and advise on access and inter-operator dispute case |
| | b. Sound understanding of and be able to analyse and report on economic, accounting and statistical aspects of competitive issues; Sound understanding of Tariff schemes & chang; Sound understanding of Universal Access and Universal services Fund and Policy; |
| | c. Sound understanding of Strategic Market modeing; Sound understanding of and be able to analyse and report on market dominance and other market developments; Sound understanding and be able to analyse and report on changing market dynamics and market trends; |
| | d. Sound understanding and be able to analyse and report on overall market and competition activities in the telecommunications/market industry; Monitor the market statist; Collection and development of and reporting on market statistic |
| | e. Liaise with other agencies on market anlysis ; Coordinate Universal Access Service objectiv; Sound understanding of and be able to assist, analyse and report on anti-competitive behaviours claim; Provide support and assist other departments within TRR on economic analysis." |

| | The applicant should have the following combination of qualifications and experience: |
| | Criteria: |
| | • Degree in Economics and at least 3 years’ experience with a background in Telecommunications and ICT; or an equivalent combination of education and experience; |
| | • A sound background on and experience with economic analysis of markets; |
| | • A good understanding of Telecommunications technologies; |
| | • Knowledge and understanding of telecommunications and ICT issues in the Pacific; and ideally Vanuatu; |
| | • Sound project coordination and management skills; |
| | • Strong demonstrative knowledge and skills on Market Competition; |
| | • Experience in Commercial roles; |
| | • Excellent written and oral communication skills in English. In French and Bislama in addition is highly desirable; |
| | • Excellent computing competence in Word, Excel, PowerPoint, Project; |
| | • Demonstrated management and leadership ability, ethical judgement, advanced communication skills, highly motivated, flexible, team player, problem solving and analytical skills, and an ability to work under pressure. |
