|  | The Parliamentary Management Board invites applications for the position of Clerk Assistant – House Procedures Division at the Parliamentary Secretariat. This is a permanent position within the Parliamentary Secretariat with an initial six months probationary period. The Clerk Assistant – House Procedures is one of four Head of Division positions, | 
|  | working under the Clerk of Parliament. |  | Board, Parliament of Vanuatu. Late submissions will not be considered. In support of the Parliament Corporate Plan 2011-13, the Clerk Assistant House Division has responsibility and accountability for: | 
|  | 1) Supporting the Clerk to provide Clerk-at-Table support services to the Speaker and House | 
|  | 2) Providing advice and assistance to Members and others on parliamentary practice and procedure | 
|  | 3) Supporting the Assistant Clerk (Committee Services) to provide services to parliamentary committees and/or inquiries of the House | 
|  | 4) Developing relevant guidance notes, manuals and handbooks for use by the Speaker and House and collating Speaker’s precedents | 
|  | 5) Prioritising activities to develop and grow the Division, noting that the Division has very limited staff & resources | 
|  | 6) Managing the staff of the House Procedures Division for outcomes. | 
|  | Interested applicant must possess the following requirements: | 
|  | Criteria: | 
|  | - Must have a minimum undergraduate degree, preferably in politics, law or social sciences, from a recognized tertiary institution; At least 5 years’ experience in administration and/or law; | 
|  | Demonstrated high quality written and oral communication skills; High quality report writing skills and an ability to meet tight reporting deadlines | 
|  | - Excellent interpersonal communication skills, especially the capacity to engage with high level officials and cultural sensitivity; Highly computer literate with Microsoft computer applications, email | 
|  | and internet; Demonstrated experience managing staff for performance and outcomes | 
|  | - Demonstrated financial management and budgets experience, including knowledge of Excel and/or other financial management software; Project management experiences is highly advantageous; | 
|  | Fluent in either of the official languages of french or english with a good understanding of bislama | 
|  | - Must be of good character with a clean police record and of good standing in society. | 
|  | Salary: | 
|  | Remuneration for this position is at a base salary of VT2, 504,880 per annum with other benefits. |
