Oxfam works in Shefa province and through other partners to provide  humanitarian and network support in other Provinces in Vanuatu.
   
  Job Desctiption:
  The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer is  responsible for supporting the programme team and implementing partners to  develop and implement the programme in line with Oxfam's programme quality  framework and monitoring, evaluation and learning standards, and for  implementing programme quality and MEAL process for the programme. The MEAL  Officer will be responsible to lead the generation, management and packaging of  knowledge and learning across the programme and the GCJ Pillar.
  
   
   
  Selection Criteria:
  -Experience in the development and implementation of programme quality,  monitoring, evaluation and learning frameworks and impact assessments.
  
  -Experience and understanding of a range of approaches to programme planning,  design, appraisal, monitoring and evaluation in long-term development,  humanitarian or advocacy work and of developing integrated programme.
  
  -Experience producing reports and publications for a range of different  audiences.
  
  -Experience supporting the capacity building of staff networks, including  delivering appropriate outcome-focused training programmes.
  
  -Experience in developing and implementing organisational knowledge management  systems and processes.
  
  -Good understanding of and commitment to, gender equity and power analysis and  skills, and experience to integrate principles of gender equity and inclusion  into programme management and development.
  
  -Experience in the development and implementation of strategy.
  
  -Demonstrated high level written and oral communication skills.
  
  -Demonstrated high level representational, liaison and networking attributes.
  
  -Strong research and analytical skills.
  
  -High level facilitation, training and knowledge sharing skills.
  
  -Ability to work as a member of a team and autonomously.
  
  -Patience, tolerance for other perspectives and good inter-personal skills.
  
  -Ability to think creatively.
  
  -Capacity to work under pressure.
  
  -Good understanding of and commitment to Oxfam development philosophy,  principles and objectives.

  Desirable:
  
  -  Awareness of International NGO processes and systems
  - Relevant programme management experience in a developing country
  - Fluency in English and Bislama
  - Formal qualifications in monitoring and evaluation, social science or  development (or 
    equivalent experience)
  - Experience working in the field of programme quality in the development sector  in the Pacific
  - Good knowledge and track record of engaging in programme evaluation processes  using social media
  - Innovative and creative approach to problem-solving
   
  Salary:
  Category 4 on Oxfam Vanuatu Salary Scales  starting at 1,473,731 VATU  per annum
