Main Responsibilities and Tasks
  The Program Manager provides senior level leadership and management across the  Sista Programs. The position involves the management and responsibility of a  complex area of functional expertise including leading a team, program  development, representation, financial accountability and management of a number  of projects.   Strategy and Leadership
  Work with Executive Director and Finance and HR Manager to implement and  budget project activities in a timely and strategic manner
  Lead the development and review of the Sista Programs design including  analysis, theory of change, developing project concepts and sourcing funding and  partnership opportunities
  Input into the development of high-quality proposals for submission to donors  for the programs
  Actively contribute to Sista's long program term strategy implementation  through engaging in workshops and review processes.
  
  Team Management
  Lead multiple donor project activities and oversee all aspects of project  including input into a costed work plan with a timeline, supervision of Project  Coordinator and Project Officers, designing and implementing activities,  logistics and technical support, monitoring and evaluation, reporting and budget  management.
  Provide leadership to the program team, including ensuring all staff have a  strong understanding of their role and their contribution and accountability to  delivering on program goals.
  Directly supervise staff members including providing advice and guidance,  managing performance, work plans, effective administration of leave, budget and  other approvals, and preparing annual planning and performance appraisals.
  Together with the Executive Director, identify critical staff needs in the  team and coordinate with HR on recruitment and other HR processes
  Provide effective staff support and development through direct supervision,  ongoing coaching/mentoring, including promoting staff leadership.
  Program Implementation
  Lead on program cycle management for all projects and programs
  Understand the financial requirements from multiple donor projects and  monitor ongoing levels of expenditure on individual projects as against  budget.
  Oversee contract compliance throughout the program cycle, ensuring that al  projects activities align with the project proposal and contribute to the  achievement of the project goals and objectives
  Ensure that all projects are undertaking regular reflection processes, to  inform and identify required changes to strategies and approaches. 
  Lead and support a culture of adaptive management within the team, in order  to respond to reflection findings/recommendations.
  Ensure the program delivers high quality results and outcome established in  the program design document
  Work with team to manage risks and overcome or adapt to project management  challenges and obstacles
  Maintain regular communications and consultation with key program partners  and government to share and update on activities
  Ensure that logistics, procurement, finance, security, and human resources  needs of projects are coordinated with other staff to enable effective support  to program implementation
  Ensure project activities align with HR Policies ad due diligence
   
  Budget Management
  Ensure effective and accountable budget management across multiple project  budgets
  Ensure the efficient and proper use of project funds in line with the  approved budgets and compliance with Sista's finance manual and donor  guidelines
  Track and manage project expenditure through regular review of budget versus  actuals, burn rates, costed work plans and transaction listings
  Ensure program staff manage any cash advances in line with financial  management procedures
   
  Monitoring, Evaluation, Accountability and Learning
  Develop and implement a Monitoring, Evaluation, Accountability and Learning  (MEAL) plan which ensures that relevant information is gathered by program team  members and is analysed in a participatory manner with relevant stakeholders
  Ensure regular monitoring and evaluation visits are conducted to projects  sites
  Ensure accountability measures are in place in all program activities
  Lead and/or participate in regular reflection, learning and reporting  workshops with the program team as required
  Lead in developing narrative reports for projects and contribute to financial  reports
  Develop high quality reports and case studies that illustrate program  progress and impact
Selection Criteria:
● Minimum of two years' experience in similar role
  ● Have excellent time management skills and be able to prioritize his/her  tasks 
  ● Demonstrate ability to perform multiple tasks including leading a team,  program development, representation, financial accountability and management of  a number of projects.
  ● Proven numeracy and financial analysis / planning skills
  ● Demonstrated ability to organize and prioritize activities in a fast-moving  office
  ● Demonstrated the ability to take initiative and leadership with an  understanding of feminist practices
Salary:
90,000vt to 180,000vt per month based on experience
