About the Program 
  
  Abt Associates is supporting the Ministry of Health to implement the ADB-funded  Systems Strengthening for Effective Coverage of New Vaccines in the Pacific  project. The project is introducing three new vaccines: HPV vaccine to prevent  cervical cancer caused by human papillomavirus (HPV), Pneumococcal Conjugate  Vaccine (PCV) to prevent pneumonia and other diseases caused by the pneumococcal  bacteria, and RV vaccine to prevent diarrhoea caused by rotavirus (RV). The  Project has recently been expanded to include COVID-19 responses.
  
  The introduction of the three new vaccines into Vanuatu's routine immunisation  strategy is an important move in preventing disease and promoting health in the  Ni-Vanuatu population, as well as supporting Vanuatu's public health response  to the COVID-19 global pandemic. The position will be located within the  Ministry of Health, working closely with counterparts in the Ministry of Health,  Ministry of Finance, and UNICEF/WHO.
  
  About the Opportunity
  
  Abt has opportunities available for a Gender and Social Inclusion Officer  (GESI), Monitoring, Evaluation, Research & Learning (MERL) Officer and  Project Officer in the Integrated Project Management (IPM) team in Vanuatu. The  positions are available for an immediate start through to November 2023, with a  likely extension to 2025. The positions will be locally employed, therefore  applicants must have working rights in Vanuatu. Requests for part-time,  consultant options will be considered.
  
  The Gender and Social Inclusion Officer (GESI), will be responsible for  supporting government in meeting the targets of the Gender Action Plan (GAP) for  the Systems Strengthening for Effective Coverage of New Vaccines in the Pacific  project. This work will align with the Vanuatu Health Sector Strategy Inclusive  Health approach.  Responsibilities will include:
  
  diagnostic analyses, partnership mapping and baseline assessments to identify  key bottlenecks and constraints to equality and access for GESI in systems  related to the project;
  support the development and implementation of the GAP, relevant guidance notes  and capacity development approaches for GESI in line with the Vanuatu Health  Sector Strategy Inclusive Health objectives.
  design strategies, activities, and outputs to be implemented across the various  workstreams of the GAP with an explicit focus on improving equality in vaccine  and health systems and service delivery;
  support the microplanning at health facility levels to ensure gender equality in  outreach and immunisation activities
  support the MOH in gender and social inclusion mainstreaming, particularly with  vaccine hesitancy awareness
  support the MOH in the development, operationalisation and reporting against the  GAP
  produce progress reports and report to the IPM team on program progress and  implementation issues including monitoring budget utilisation, program  deliverables, associated risks, issues, gaps and opportunities.
  contribute to ensuring that gender considerations are included in all IEC  materials, communication plans and other key documents
  coordinate national and local activities, briefings, reports and workshops  related to the project GESI team
  develop and maintain working relationships and engagement with key stakeholders,  NGOs including government (national and subnational) to progress the objectives  of the GAP.
Selection Criteria:
About You
  
  We are seeking an individual who will bring:
  At least 5 years' experience in gender/disability/social work
  Experience in leading activities or programs in GEDSI
  Ability to communicate and write well in Bislama and English, and good command  of French
  Experience in the health system or Government
  Experience in training or capacity building is an advantage
  Familiarity with working on ADB projects will be an advantage
  Working rights in Vanuatu
