The Department of Water
  Resources (DOWR) under the aegis of the Ministry of Lands and Natural
  Resources (MLNR) is the nation agency responsible for the water sector in
  Vanuatu. DOWR is both an implementing agency and a regulator with primary
  focus on community water supplies. DOWR was established in 2016 after
  amendment to the Water Supply Act of 2002 which saw the amalgamation of the
  urban water services under Public Works Department and the Rural Water Supply
  and Water Resources Unit of the former Department of Geology, Mines and Water
  Resources.  With the implementation of the key policy: Vanuatu National Water Policy (2017-2030), DOWR is rolling out the National Implementation Plan (NIP) which is a framework for identifying, prioritizing and implementing community water supplies around Vanuatu. The framework streamlines and identify funding resources and promotes the ability for collaboration with different implementing partners on priorities identified at Provincial level. As part of preparation and capacity building towards successfully implementing NIP, DOWR is putting effort into development of its capacity in different areas and one important one is in terms of procurement and contract management. The Vanuatu National Water Policy seeks to deliver the policy objectives established by the National Sustainable Development Plan (2016-2030). |

Job Description | 
| 
The consultant will be
  required to support DOWR in its capacity for procurement by establishing
  internal procurement guidelines, contract management framework and training
  of staff on existing Government of Vanuatu standard procurement procedures.
  The consultant is also required to develop an internal framework to manage
  contracts that DOWR is delegating to third parties.  |

| 
Qualifications or
  Specialized Knowledge/Experienced Required: A degree or a relevant qualification in finance or business management. Experience At least 5 years of experience in financial management and public procurement in Vanuatu. Language: English or French and Bislama Competencies: • Communication • Working with people • Drive for results |
