The Vanuatu
  Qualifications Authority (VQA) is the national regulator of the post-school
  education and training system (PSET) in Vanuatu. Our mission is to lead the
  implementation of the Vanuatu National Qualifications Framework and the
  Vanuatu Quality Assurance Framework 
  (VNQF) in partnership with PSET providers and other key stakeholders
  to ensure that Institutions providing VNQF qualifications and
  programmes/courses leading to VNQF qualifications are quality assured,
  courses leading to VNQF qualifications are based on industry and community
  needs, and the VNQF qualifications are recognised nationally and
  internationally. |

Job Description | 
| 
The Human Resources
  Officer is responsible for providing support in the various human resource
  functions, which include recruitment, staffing, training and development,
  performance monitoring and employee counselling.  The Human Resource Officer provides advice and assistance to supervisors and staff. This may include information on training needs and opportunities, job descriptions, performance reviews and personnel policies of the Authority. The position coordinates the staff recruitment process. - Assist in the identification of training and development opportunities - Monitor daily attendance of staff - Prepare notices and advertisements for vacant staff positions |

Selection Criteria | 
| 
• Bachelor Degree in
  Human Resources Management or related field • Experience in planning and liaising with other people • Experience in developing job descriptions and conducting performance appraisals • Experience in disciplinary procedures and policies • Experiences as a Human resource officer • Knowledge on human resources management • Knowledge on performance review methods and techniques • Knowledge on staff training, development and recognition • Knowledge on mentoring and coaching • Understanding of relevant legislation, policies and procedures • Understanding of the roles and responsibilities of Nation Training Authority • Problem solving skills • Negotiations skills • Effective verbal and listening • Computer literacy including the ability to operate spreadsheets and word processing programs at a highly proficient level • Effective written communications skills including the ability to prepare reports, proposals, policies and procedures • Effective public relations and public speaking skills • Research and program development skills • Stress management skills • Interviewing skills • Time management skills |
