Telecom Vanuatu Limited (TVL) is seeking to recruit a competent personnel for it's technical department in Port Vila.
Mission
  • Must ensure TVL transmission network is operating with highest level of availability performance and efficiency
  • To install, optimize, operate and maintain of all equipment useful for the proper running and transmission networks.
Activities
  • Survey, design, install, commission and optimization microwave links for backhauling of the
  • telecommunication services
  • Must ensure TVL microwave link availability is compliant to compliant the ITU
  • Ensure Faults resolution, alarms clearing, outage restoration and performance improvement within TVL predefined SLAs
  • Provide technical and engineering expertise along with a guide to identify, analyse and resolve
  • problems. Provide remote support whenever required to minimize downtime and quality issues and thus maximum quality of service
  • To improve the transmission design especially regarding the redundant links
  • Operation & maintain (Preventive/remedial) tasks of transmission equipment
  • Periodically carry out upgrade, capacity augmentation activities as per transmission plan with no/minimal disruption of services
  • Operate and maintain TVL Satellite links
  • Timely reporting on networks aspects and participate in new projects
  • Other activities defined by the direct superior in order to fulfill all position’s requirements.
        Criteria:
        Knowledge
        • Bachelor in Electrical/Electronic and communication engineering or Telecommunication Engineering or equivalent
        • At least one year of professional in Telecommunication field
        • Good knowledge in microwave, optical multiplexers and O&M tools
        Skills
        • Fluent English/ French and Bislama
        • Good writing and verbal skills

                                                              The Gender Justice Program Manager is responsible for providing effective leadership and management of the Oxfam Gender Justice Program in PNG. Major duties and responsibilities include:
                                                              • Lead on the delivery of all elements of the Gender Justice strategy and back donor objectives.
                                                              • Ensure that appropriate monitoring, evaluation and learning (MEL) occurs across Gender Justice activities including reflection workshops, mid and end term evaluations, regular reviews of MEL frameworks.
                                                              • Ensure that reporting requirements and standards are met in a timely manner.
                                                              • Be a source of information for and take an active role in the development of concept notes, proposals and bids for funding.
                                                              • Oversee financial management of all Gender Justice related programs, including developing annual budgets, budget forecasts and ensuring financial procedures are followed.
                                                              • Explore and build strategic networks with key stakeholders nationally, in support of the Oxfam Gender Justice Program, and oversee the technical inputs sourced externally.

                                                                    • A degree in a relevant field e.g. social science, gender or international development  and/or comparable professional experience
                                                                    • Extensive experience in developing, designing, implementing, monitoring and managing gender

                                                                    • Experience in developing and strengthening relationships with government and non-government organisations, and with the private sector, in order to further develop program and foster their sustainability
