The URA was established under the
Utilities Regulatory Authority Act No. 11 of 2007. The Authority acts
independently of the Government and its primary purpose is to increase access
to safe, reliable and affordable electricity and water services, and to promote
the long-term interests of consumers throughout Vanuatu. In addition, the
Authority assists to resolve consumer complaints and disputes and advises the
Government on matters related to electricity and water. It also reviews tariffs
under the rules of the Concessions Agreements and relevant legislation. 
The URA is seeking to engage an
individual to a Consultant position of Principal Finance Specialist for a
period of One (1) Year likely to be extended. 
 
Criteria:  
Successful candidates must meet the following minimum requirements: 
 
An advanced university degree in finance and accounting/economics/engineering/international businessAt least 8 years of relevant professional experience in financial analysis; has strong analytical and modeling skills, consulting and project management with full knowledge of the Excel functionsKnowledge of and some experience in economic regulation, preferably for utility servicesProven track record in capacity building and trainingsProven track record of successful work as a member of a diverse teamExcellent oral and written communication skillsFluency in written and spoken English in required, knowledge of French and/ or Bislama an advantage; andExperienced in Vanuatu and/ or other developing country contexts an advantage. |
